Chiesi Global Manufacturing Division

Chiesi Group has three production plants:

Parma (Italy), the strategic hub for the production and distribution of our products, serving as an international supply center with exports to over 80 countries. Here, solid medicines such as tablets and dry powders for inhalers, solutions and suspensions for inhalations and sterile suspension vials for endotracheal administration are produced.

In 2024, a new Biotech Centre of Excellence has launched in Parma. The new facility is dedicated to developing and producing monoclonal antibodies, enzymes, and other proteins.

Blois-La Chaussée Saint Victor plant (France), a center of excellence specializing in the production of Dry Powder Inhalers and Metered Dose Inhalers (MDIs). The site manages direct distribution to customers in the French market and exports to other markets, effectively meeting both local and international needs.

Santana de Parnaiba (Brazil), specialized in the production of pressurized solutions and suspensions for inhalation therapy (pMDIs). Additionally, it has an area dedicated to nasal sprays for the European market. Santana produces pressurised solutions and suspensions for inhalation therapy (MDI).

In 2025, a new investment in Nerviano (Italy) has been announced with the construction of a new facility which will be primarily dedicated to manufacturing carbon minimal inhalers (reinforcing the company’s commitment to both patients’ health and sustainable healthcare solutions), dry powder inhalers and sterile biological products.

 

Who we are looking for

Position Overview

We are seeking a proactive and highly skilled Head of Technical Services and Asset Management to lead and coordinate all technical services at our new pharmaceutical manufacturing site in Nerviano (Milano). This position is accountable for the strategic and operational management of utilities, facilities, general services, and the technical office, including all site-related regulatory documentation and permitting.

The successful candidate will ensure compliance with GMP and Seveso III regulations and will be responsible for budget definition and control, as well as for managing internal and external regulatory inspections within the scope of responsibility. The role requires strong leadership, technical expertise, and the ability to collaborate cross-functionally in a dynamic and regulated environment.

Key Responsibilities

  • Lead and manage utilities and facility operations to ensure reliable and compliant services to the production site.
  • Supervise and optimize general services
  • Coordinate the technical office, ensuring complete, accurate, and up-to-date technical documentation, drawings, authorizations, and site layout plans.
  • Ensure full compliance with Good Manufacturing Practices (GMP) and Seveso III directive, particularly in relation to technical services, infrastructure, and plant safety.
  • Develop and manage operational (OPEX) and capital investment (CAPEX) budgets related to technical services and assets.
  • Oversee technical inspections and support audits by regulatory authorities (e.g., AIFA, EMA, fire department, local authorities).
  • Ensure the implementation and maintenance of site infrastructure, building systems, and critical utilities (HVAC, compressed air, water systems, etc.).
  • Promote a culture of continuous improvement, efficiency, and sustainability across all areas of responsibility.
  • Foster strong collaboration with other departments (Production, Quality Assurance, EHS, Engineering, Supply Chain) to ensure business continuity and site performance

Experience Required

  • 10+ years of experience in technical/engineering roles, with at least 5 years in a leadership position within the pharmaceutical, chemical, or process industry.
  • Proven experience with regulatory audits and inspections.
  • Experience working in mid-sized manufacturing environments with complex technical infrastructures.

Languages

  • Fluent Italian: required
  • English: required (Additional languages are a plus)

Technical Skills

  • Strong knowledge of GMP regulations and Seveso III directive applied to pharmaceutical manufacturing.
  • Deep technical expertise in utilities systems, facilities management, and building maintenance.
  • Proficiency in technical documentation, regulatory permitting, and compliance processes.
  • Demonstrated experience with budget management, cost control, and investment planning (OPEX/CAPEX).
  • Familiarity with technical risk assessment, safety systems, and energy management.
  • Proficiency in CMMS, BMS, EMS, or other asset management and monitoring tools.
  • Solid project management skills, ideally with exposure to site infrastructure upgrades or greenfield/brownfield projects
