Who we are looking for

Purpose

Chiesi Foundation is a non-profit organization operational since 2010 and it is the expression of the social responsibility of Chiesi Farmaceutici, whose aim is to improve the access and the quality of health care services and to alleviate the suffering of patients and their families, suffering from chronic respiratory diseases and neonatal diseases in the low- and middle-income countries. Chiesi Foundation international development program is focused on 3 main areas: 1) scientific research program IMPULSE; 2) the implementation of the NEST – Neonatal Essential Survival Technology, a model aiming at reducing the newborn mortality rate with a specific focus on the francophone African countries; 3) the implementation of the GASP – Global Access to Spirometry Project which aim is to establish a model for the prevention, diagnosis and management of chronic respiratory diseases such as asthma and COPD.

Under the supervision of the Chiesi Foundation Coordinator, the Program Quality Officer will be responsible to maintain and deepen relations with internal and external stakeholders; for the coordination of the IMPULSE project; to define and guide the Monitoring, Evaluation and Learning framework to ensure quality and measuring the impact of the Chiesi Foundation Program.

Main Responsibilities

The Program Officer will be responsible for:

  • Support the overall coordination of the IMPULSE partners: organize and facilitate the IMPULSE Funders meeting (agenda set up, minutes keeping and report revision), management of the administrative and accountancy documentation, coordination with the Chiesi Foundation IMPULSE Technical Advisor.
  • Support the overall coordination and management of the NEST Partners meeting: ensure the development and roll out meeting’s program, development and supervision of the learning program, logistics coordination, responsible for expenditure plan and budget utilization. 
  • Support the management of the GASP and NEST advisory Boards: organize and facilitate Board meetings (work plan development and agenda set up, minutes keeping) and coordinate the relation with Boards’ members, ensuring all members have clear role and responsibilities.
  • Development of the Quality of the Chiesi Foundation’s programs: oversee the development and roll out the program performance architecture (including Monitoring and Evaluation), performance monitoring framework, ensure routine monitoring data generation, oversee the development and roll out of the Quality Improvement framework/strategy. 
  • Learning: guide and oversee the learning agenda for the Chiesi Foundation, coordinate the relation with external consultants for impact evaluations, guide the update of the NEST model and the development of the GASP model, coordinates the publication related to the Foundation’s programs (i.e., NEST and GASP case studies).
  • Others: creation and coordination of NEST & GASP Trainer Groups, coordinate partnerships with relevant stakeholders and scientific organizations (i.e., Società Italiana di Neonatologia, Società Italiana di Pneumologia, etc.), facilitate the Foundation attendance and participation to international conferences, participation to the Data Science Group at Philea. 

Knowledge and Experience Required

  • At least 3-5 years of work experience in a similar role within a Foundation and/or International Development Organization.
  • Demonstrated experience with and knowledge of principles and current approaches to monitoring and evaluation in development programs, using both quantitative and qualitative methods.
  • Experience in facilitating the capacity building efforts of local partners.
  • Excellent project management, communication and analytical skills. 
  • Outstanding oral and written communication skills with excellent interpersonal, presentation and negotiation skills 
  • Ability to engaging and influencing
  • Ability and willingness to maintain strong relationships with internal and external stakeholders
  • Understanding of the Global Health sector is an asset 

Education

Master’s Degree (or equivalent experience) in International Development, International Studies, Political Science or another relevant field.

Languages

Fluent in English & French. Spanish is an added value.
