This is what you will do

Join a dynamic and expanding company with the opportunity to shape the future of the Government Pricing organization. The Lead, Government Pricing, will report directly to the Head of Pricing & Contracting Strategy. This role involves leading a team and providing critical, strategic analysis to model the potential impacts of U.S. commercial initiatives and practices on Government Pricing calculations. The individual in this position will be a subject matter expert in Government contracting and pricing, as well as the methodologies, calculations, analysis, submission, and interactions involved in federally mandated government price submissions. 

You’ll be responsible for:

  • Oversee compliance with all government program requirements, including quarterly and annual reporting and applicable calculations related to the TRICARE Retail Rebate Program, ASP, NSP, AMP, non-FAMP, 340B, URA, CMS (Medicaid/Medicare), State Price Transparency Reports, and Industrial Funding Fee.
    • Oversee vendor in reconcile and analyze sales, chargebacks, fee payments, rebates, returns, and other transactional data to ensure accuracy and completeness of data and calculations and review monthly and quarterly pricing calculations.
    • Collaborate with various cross-functional teams and vendors to resolve all source system data issues identified in the data reconciliation and validation process.
    • Establishes and maintains policies, procedures, and standards in support government regulations,  internal/external financial reporting processes, and stays abreast of CMS Medicaid rules and guidance changes.
  • Ensure obligations under the current Federal Supply Schedule (FSS) contract, including annual negotiation of FSS prices and reporting are met in compliance with Federal Acquisition Regulations (FARs) and the Veterans Health Care Act.
  • Lead or support initiatives related to drug pricing legislation changes, ensuring that the appropriate areas are prepared to implement new regulations, models and/or methodology changes as they are promulgated.
  • Develop and deliver ongoing Government Pricing training programs for Sales, Contracts and Pricing, Finance, Marketing, and other relevant functional areas as needed.
  • Act as main POC and SME for internal and external auditors on inquiries related to government contracts and pricing.
  • Lead or support initiatives related to drug pricing legislation changes, ensuring that the appropriate areas are prepared to implement new regulations, models and/or methodology changes as they are promulgated.
  • Partner Contracting Team, Marketing, and Sales to understand proposed commercial strategies and be able to translate potential impact to FSS, Medicaid, Medicare, and 340B pricing calculations.
  • Develops actionable and tactical recommendations that enable Chiesi to adapt processes and systems from evolving changes in U.S. government payer practices, policies, relevant legislation, regulations, trends, and other dynamics.
  • Works with cross-functional business partners to develop forecast and accrual estimates and assumptions, modeling, and analysis. Proficient in financial forecast variance analysis, trending, and documentation. Collaborates with contracting and rebate operations teams to understand contract obligations and forecasting of rebate liability for accurate pricing models.
  • Coordinates workflow, processing, and approval with internal Chiesi stakeholders and Third-Party Processor in accordance with health care regulations.
  • Independently lead projects/initiatives addressing changing customer and market requirements, build business cases for opportunity evaluation, and coordinate/manage project implementation. Assist in identifying opportunities to scale the operation, contracting and pricing function in compliant and efficient manner to allow for additional products and growth of the organization. 
  • Manage Medicaid bidding and contracting activities as needed.
  • Responsible for working with and managing external vendors that support Government Price reporting (TPG, iCONTRACTS, Apexus, etc.) 
  • Responsible for managing a direct report and allocating workload sufficiently.
  • Growth mindset with focus on continued education for self and team; Attend industry meetings related to Government contracting and CMS (Medicare/Medicaid) as appropriate.
  • Assist with tracking and reporting of department budget. 

You will need to have

  • Bachelor's degree from four-year College or University is required.
  • Eight (8) or more years of commercial biotechnology and/or pharmaceutical experience with multi-functional experience (Access, Analytics, Finance, Government Pricing) required; Five (5) or more years of proven success in Government Pricing.
  • Attention to detail and ability to recognize small, but important differences in data.
  • Strong operational skills and financial acumen; demonstrated P&L proficiency, understanding of accounting and financial modeling.
  • Extensive cross-functional experience required, proven track record of collaboration and coordination with key stake holders.
  • Application of rigorous logic and methods to solve difficult problems with effective solutions and advantage creativity and ingenuity to develop solutions to complex problems.
  • Broad launch and lifecycle management experience; knowledge and experience in launching new products and product life cycle management.
  • Comprehensive analytical/strategic thinking skills and decision-making; demonstrated ability to utilize data in fact-based decision-making (data to insights, to action), providing solid business rationale, clear sense of structure, accountability, timelines and urgency.
  • Strong presentation skills and the ability to communicate effectively to all constituents, both internal and external.
  • Ability to successfully manage multiple tasks and multifunctional resources concurrently while maintaining high attention to detail while responding to rapidly changing priorities and aggressive deadlines. 
  • Proficient in MS IQVIA, MMIT/Fingertip Formulary data, CMS portals, etc. Experience in iCONTRACTS a plus.
