Purpose

This position will support Chiesi USA Value and Access team in developing, implementing and analyzing contracting strategies across all customer segments.  Provide development opportunities, direction and guidance to Contracts Team.  Review and approve contract set up, contract implementation and contract adjudication.  Act as the subject matter expert on Contracts Operations from end-to-end.  Provide issue resolution in complex contract negotiations.  Assist in the development of models to assess policy impacts in an evolving government landscape.  Lead pricing committee strategy and governance. 

Main Responsibilities

•    Assume accountability for general contract operations management. 
•    Work with Director, National Accounts and Legal to finalize Agreements, including review of revisions, communication between parties, providing alternatives to disputed language obtaining designated approvals from signatories and working with Legal to obtain fully executed Agreements. 
•    Review and approve the work of direct reports. 
•    Interpret and apply regulations associated with relevant legal issues (i.e. Safe Harbor Discounts, Anti-kickback Statutes, general contract law, etc.)
•    Lead Pricing Management and provide support to business unit relating to the design and implementation of new contract programs.
•    Provide guidance to the Contracts Manager on writing and updating existing agreements.
•    May perform other duties as assigned.
•    Oversee calculation, review and reporting of statutory government price calculations, including Medicaid, Medicare, PHS/340B, VA/DOD pricing and any other government pricing metrics that may be required.
•    Work with Global Pricing/Value and Access teams to implement governance and required documentation.
•    Oversee and approve the reporting of State Price Transparency requirements in conjunction with outside vendors or internally, to ensure compliance with all state regulations.  
•    Oversee Medicare, commercial, VA, DOD, PHS chargebacks.
•    Responsible for all contract-related activities for commercial team, review of contract performance and problem resolution on existing contracts. 
•    Manages contracts process.
•    Work in close liaison with the Finance team to prepare accruals, assist with gross-to-net calculations and rebate projections
•    Work with direct reports to adjudicate rebates
•    Oversee chargeback operations and communication with wholesalers
•    Understand pharmaceutical pricing and consult with internal stakeholders on such.
•    Liaise with National Accounts on contracting options.
•    Work directly with Business Units to develop strategy. 
•    Assist in special projects to ensure a well supported pricing and coverage strategy are incorporated in all assumptions.
•    Serve as a subject matter expert on key drivers of trends through proactive research and analysis of internal and external data sources, industry publications as it relates to payer and segment mix and     other industry related topics and analytics.
•    Review daily operations to ensure contracting and rebating accuracy and efficiency.

Experience Required

•    Minimum of 5 years of pharmaceutical experience, with experience in contracting with hospitals, IDNs, GPOs, or other healthcare entities.
•    Prior experience in dealing with corporate partners and in negotiating and completing agreements is required.  
•    Prior experience in managing and working with teams.
•    Prior experience in managing processes and process improvement.
•    Must have experience in developing contract templates and reviewing contracts.
•    Strong attention to detail.
•    Ability to operate in fast-paced environment.
•    Ability to gather information from multiple sources to understand problems; strong problem-solving abilities.
•    Ability to ensure high efficiencies of direct reports and processes 
•    Ability to maintain confidentiality  at all times is required
•    Experience with pharmaceutical industry contract management and rebates applications (i.e., iContracts, Model N).
•    Proficient with Microsoft Office suite.
•    Must have or be eligible for a valid passport and driver’s license.
•    Demonstrated ability to work in a highly collaborative environment.

Education


•    Bachelor’s Degree from a four-year accredited university required, preferably in business and/or sciences.  Advanced degrees in business or law also preferred.
